Yep, submission systems says:

"Panel Submission

/A panel proposal should be up to 800 words abstract in addition to all 
the full papers in the panel.
Blinded papers must be submitted at the same time as you fill out this form"

However, judging from submission page, it will not handle submission of 
more than one full paper. Go figure what this means.
