Hi,
You can still submit panel proposals (plus papers attached to panels)
until April 15th, see:

"The deadline for panel proposals is April 15 24:00, Apia Time (GMT
-1100). The selection will be based on panel proposals. A panel session
will have two hours, and a panel proposal should be up to 800 words in
addition to all the full papers in the panel. Authors and organizers of
panels will be requested to specify a relevant thematic focus and their
relevant disciplinary backgrounds."
- So, you need someone to coordinate the panel proposal, and invite all
relevant people to join the session with their papers.
